管理体系通过 PDCA 循环来持续改善管理水平， PDCA 模式，亦即德明环，是由Chailes Demiry首次提出，是指 Plan（计划）、Do（实施）、Check（验证）、Act（改进）四个单词的缩写，已成为现代质量（ISO 9001）、环境（ISO 14001）、职业健康安全管理体系（OHSAS 18001）模式的理论基础。
体系的开发和实施，大致包括初始评审、策划与设计、体系文件编写、实施和审核、管理评审、认证等步骤。
